Head Above Water is set in a quasi pre-apocalyptic New York city. A catastrophic event caused ocean levels to rise dramatically, effectively flooding coastal cities in many countries. New York is slowly sinking beneath the swelling water. The gameplay is mostly contained within a skyscraper that is quickly becoming submerged by the rising tides. The player must venture from the ground floor of the skyscraper up to the roof in order to signal the air rescue that is sweeping the city for survivors.

A laptop/computer is required to play. Mouse/keypad also required. Average playtime depends on choices made and routes taken, but all playtime should be less than fifteen minutes, unless played more than once.
